I appreciate that at least in the case of Captain Reese it was a conscious decision. On her website, Susan M. Garrett has a season 3 guide in which Jim Parriott outlined the new characters and some of the storylines for the season. He specifically wrote that he would love for the new Captain to be black. I can only presume this reference must have come from whatever they used for script development. Likely it was set up for a Chicago-to-L.A. transfer and no one caught or changed it. Sort of like the character "John Munch" who was originally in the show "Homicide- Life on the Streets" set in Baltimore but is now in "Law and Order SVU" set in New York. On a related topic. At one point Capt Cohen tells a poignant story about being a "Federal Agent" and how a fellow cop got killed by friendly fire. So does that mean she was a Mountie? Or does that mean that she was a US Marshal and is another American transplant? What about the ranking system? Doesn't the Toronto Metro police use the Constable/ Sergeant/ Inspector ranking system?
